This will only work in solo-mode.
Build a lot of a resource, for example water, sell it on the market. Now destroy your city in the city overview menu. but leave your contract's for what they are. Now begin a new city on the map you just destroyed. The contract's of the city you destroyed still apply. But everything else is gone, so no expences on buildings. This means you get lots of money. Wait till you have enough, cancel the contract's, make sure you do this otherwise you'll keep the debt as well. Begin building your city with 1.000.000.000 credits. The same trick will probably work in an existing city, the only difference is to destroy your resources manually in the game. Good luck.
